匈牙利國會21日通過反移民新法，授權政府派兵協助防堵難民潮，並允許軍隊使用橡皮子彈、催淚瓦斯及網槍等非致命性武器，對付企圖越界的非法難民。聯合國秘書長潘基文表示，「極度關切」難民在歐洲的處境。

為防止更多難民湧入，匈牙利除在與塞爾維亞邊界架起鐵絲網圍籬外，最近也著手在克羅埃西亞邊界搭建新圍籬，不讓難民有機會混入國境。在匈牙利總理歐爾班要求下，國會21日通過更強硬的新法，同意政府派兵保衛邊界安全。

歐爾班說：「難民不只敲打我們的大門，他們已破門而入，踩在我們的頭上，我們的邊境面臨威脅，匈牙利和整個歐洲都面臨威脅。」他說，在歐盟針對難民問題取得共識前，匈牙利只能自我保護。

奧地利警方發言人說，20日約有1萬700名難民自匈牙利步行進入奧地利，人數多過前天的1萬500人。

匈國國會通過新法後不久，潘基文發表聲明說，部分歐洲國家關閉邊境、缺乏足夠設施安置難民，以及越來越多難民遭羈押，難民在歐洲所受的對待持續惡化，令人擔憂。他呼籲歐盟領袖展現「領導能力和憐憫」，妥善處理難民危機。
